Put a "security lock" on children’s personal information
— — Implementation of that regulation on network protection of children’s personal information
On August 23rd, the National Internet Information Office issued the Regulations on the Protection of Children’s Personal Information Network. The regulations will come into force on October 1, 2019, and it is clear that no organization or individual may produce, publish or disseminate information that infringes on the safety of children’s personal information.
According to the regulations, children’s guardians should correctly perform their guardianship duties, educate and guide children to enhance their awareness and ability to protect personal information, and protect the safety of children’s personal information. Network operators who collect, use, transfer or disclose children’s personal information shall inform the children’s guardians in a conspicuous and clear way and obtain the consent of the children’s guardians.
Implementation of new regulations for intelligent express cabinets:
Express delivery "into the cabinet" requires the consent of the recipient.
The Measures for the Administration of Intelligent Express Box Delivery Service issued by the Ministry of Transport shall come into force on October 1, 2019. The "Measures" stipulate that enterprises using smart express boxes should obtain the consent of the recipients when using smart express boxes to deliver express mail. If the recipient does not agree to use the smart express box to deliver the express mail, the enterprise using the smart express box shall provide the delivery service according to the name and address agreed in the express service contract. Intelligent express box operating enterprises shall reasonably set the storage period of express mail, and shall not charge the recipient during the storage period. If the express mail is delayed, damaged or short of internal parts, the recipient can refuse to sign for it on the spot and return the express mail to the smart express box according to the prompt of the smart express box operating enterprise.
New regulations on interest rate adjustment of personal housing loan of the central bank
It will take effect on October 8.
The People’s Bank of China issued a notice on August 25th, saying that since October 8th, 2019, the interest rate of new commercial personal housing loans has been formed by adding the loan market quotation rate (LPR) of the latest month for the corresponding period as the pricing benchmark. The added value shall meet the requirements of national and local housing credit policies, reflect the loan risk status, and be fixed within the contract period. The interest rate of the first set of commercial personal housing loans shall not be lower than the quoted interest rate of the corresponding term loan market, and the interest rate of the second set of commercial personal housing loans shall not be lower than the quoted interest rate of the corresponding term loan market plus 60 basis points. In addition, the loan interest rate for commercial housing purchase shall not be lower than the quoted loan market interest rate for the corresponding period plus 60 basis points. The interest rate policy of provident fund personal housing loan will not be adjusted for the time being.
Newly revised Judges Law and Public Prosecutor Law
It will take effect on October 1.
The newly revised Judges Law and Procurator Law were voted on April 23rd. The revised two laws reflect the achievements of China’s judicial system reform in recent years, such as the reform of judicial responsibility system and post system, and make more perfect provisions on the rights and obligations, selection and occupational security of judges and prosecutors. The two laws will come into force on October 1, 2019.
All kinds of insurance publicity materials
The words "deposit" and "savings" shall not appear.
After October 1st, the insurance publicity materials you see in the bank will not have the name and LOGO of the bank, nor the words "deposit", "savings" and "jointly launched with the bank". On August 27th, the official website of China Banking and Insurance Regulatory Commission released the Measures for the Administration of Commercial Banks’ insurance agency business, which regulated many details of commercial banks’ insurance agency business. The measures shall come into force on October 1, 2019.
Partial Revision of Code for Architectural Design of Nursery and Kindergarten
Standardize kindergarten classes

The industry standard "Code for Architectural Design of Nurseries and Kindergartens" issued by the Ministry of Housing and Urban-Rural Development came into effect on October 1, 2019. The new version of the Code stipulates that the service radius of nurseries and kindergartens should be 300m, which improves the number of classes in independent nurseries and kindergartens. In addition, nurseries and kindergartens can only be built together with residential, pension, education and office buildings. Kitchen, bathroom, laboratory, infirmary and other rooms using water should not be set above the living room for infants. Children’s living rooms should not be set in the basement or semi-basement.
There are new requirements for the range of raw materials for health food.
The Measures for the Administration of the Catalogue of Health Food Raw Materials and the Catalogue of Health Functions formulated and issued by the State Administration of Markets in conjunction with the National Health and Wellness Commission will be officially implemented on October 1, 2019.
The "Measures" stipulate that in addition to vitamins, minerals and other nutrients, raw materials included in the catalogue of raw materials for health food should meet the following requirements: First, they have a history of eating at home and abroad, and the safety of raw materials is accurate, and they have been used in health food approved for registration; Second, the corresponding efficacy of raw materials has been included in the current health care function catalogue; Third, raw materials and their dosage range, corresponding efficacy, production technology, testing methods and other product technical requirements can achieve standardized management to ensure the consistency of product quality according to the catalogue.
Implementation of Interim Provisions on Administrative Licensing Procedures for Market Supervision and Management
The Interim Provisions on Administrative Licensing Procedures for Market Supervision and Management issued by the General Administration of Market Supervision shall come into force on October 1, 2019. The "Regulations" propose that the market supervision and management department should publicize the matters, basis, conditions, quantity, implementation subject and procedures of administrative license in accordance with the regulations. Electronic application materials, electronic licenses, electronic seals, electronic signatures and electronic files that meet the statutory requirements have the same legal effect as paper application materials, paper licenses, physical seals, handwritten signatures or seals and paper files.
There are new management measures for farmland construction projects
The Measures for the Administration of Farmland Construction Projects issued by the Ministry of Agriculture and Rural Affairs shall come into force on October 1, 2019. The "Measures" stipulate that a centralized and unified management system shall be implemented for farmland construction, and unified planning and layout, construction standards, organization and implementation, acceptance and evaluation, and storage of the above drawings shall be carried out. Farmland construction projects insist on planning first. Planning should follow the principles of focusing on key points, concentrating on contiguous areas, promoting overall development and building by stages, define the regional layout of farmland construction, give priority to supporting grain production functional areas and important agricultural product production protection areas, and build all cultivated land in the "two areas" into high-standard farmland.
